Biography
Bill Roth is an experienced and accomplished business executive who has led successful turnarounds, division start-ups, M&A integrations, and business expansions. He has a track record of developing strategies, building teams, and leading people to achieve aggressive goals.
Bill has played significant leadership roles in some of the health insurance industry’s most successful business transformations. During his tenure as President and Chief Operating Officer of SCAN Health Plan, the company became the fastest growing individual Medicare Advantage plan in California while consistently achieving profitability goals, 4.5 CMS Stars performance, and superior member satisfaction. He also served as interim CFO. As SVP at CIGNA, he led the company’s entry into the individual and small group markets. And as SVP at Aetna, Bill led the highly successful financial and operational turnaround of the company’s small group business, and its entry into the individual, Medicaid risk, and Medicare Advantage businesses. Bill began his career in health insurance with WellPoint Health Networks (now Elevance) where he played key leadership roles in the turnaround and growth of the company’s individual and small group businesses. Prior to WellPoint, Bill was a senior manager with Deloitte Consulting.
Bill has a passion for learning and recently completed the Master of Liberal Arts degree program at the University of Chicago, where he previously earned a Certificate in the Liberal Arts. He also has an MBA in Finance and Accounting and a BS in Business from Indiana University, where he graduated with Honors and High Distinction. Bill is also a Certified Public Accountant (Inactive).
He is also passionate about community service and helping others succeed. As a Court Appointed Special Advocate, he mentors and advocates for youths in the foster care system. He also served as a Tutor with Project Adult Literacy. And he previously served on the Board of Trustees for the Bushnell Center for the Performing Arts in Hartford, CT.
Bill has been happily married to his wife, Amy, for 34 years. They live in southern California and enjoy visiting their children, travel, adventure, and outdoor activities.
